Professional Bio
Jack Mumma is the Executive Director for Construction and Facilities Acquisition Strategy at the University of Maryland, Baltimore (UMB). He leads the design, construction, and facilities procurement team for UMB and oversees capital project procurement across a five-campus region of the University System of Maryland.
Before joining UMB, Jack served as Construction Contract Administrator at Michigan State University, where he also served as project executive for the implementation of the university's project management software and helped improve project delivery processes for design and construction. He taught as adjunct faculty in Michigan State University's School of Planning, Design, and Construction.
Jack earned his law degree from DePaul University College of Law and is a graduate of St. Mary's of the Barrens. He holds the CM-Lean designation from the Associated General Contractors of America (AGC), one of the first owner representatives to achieve this credential.
A long-time leader in the construction industry, Jack is a past president and former board member of the Construction Owners Association of America (COAA). During his tenure as president, he helped guide COAA's participation in the ConsensusDocs coalition. He also led Michigan State University's implementation of an Integrated Project Delivery (IPD) agreement for its first IPD project and remains active in several initiatives and committees for COAA and AGC.
Earlier in his career, Jack served as a Contracting Officer with the Office of Naval Research. Jack and his wife Jean are grateful that their two adult children have followed them to Maryland. If he learns to like Old Bay, he will be able to call the state home.
