OTI Instructor Bio
As a coach, Kevin serves as a thought partner for leaders who need dedicated space to think, plan, and work through complex decisions. Coaching focuses on leadership competencies such as executive presence, influence, communication, and leadership development. As a consultant, Kevin brings decades of experience in local government and K-12 operations, capital budget planning, facilities management, staff development, elected-official engagement, construction contract management, and conflict resolution.
Kevin previously served as the Chief Operations Officer for Loudoun County (VA) Public Schools, leading 2,000+ employees within departments including Design and Construction Services, Facilities Operations, Planning and GIS Services, and Student Transportation.
Kevin has a Bachelor’s Degree in Civil Engineering Technology from Old Dominion University and is a licensed Professional Engineer in the Commonwealth of Virginia, a Certified Energy Manager (CEM), and Certified Green Building Engineer (CGBE). He currently serves on the Superintendent’s Cabinet, the Loudoun County Fiscal Impact Committee, and the Loudoun County Emergency Management Executive Committee (EMEC). He also served in the past as President of the Construction Owner’s Association of America (COAA) and the Top of Virginia Building Association.
