In this interactive session, Kevin Laut from the California State University system shares how CSU developed its Task Order Construction Agreement (TOCA) program to streamline the delivery of high volumes of small and mid-sized capital projects.
Over the past decade, the program has delivered hundreds of projects totaling more than $1 billion by combining the collaborative delivery advantages of Progressive Design-Build with the procurement efficiencies of Job Order Contracting to reduce the amount of time and effort spent in procurement by over 90%. Attendees will gain practical insights into best practices, lessons learned, and scalable procurement strategies and how CSU created a faster, more efficient model for delivering “small but mighty” projects.

Meet the Presenters
Kevin leads Construction Operations for the California State University system, the largest four-year public higher education system in the United States, spanning 22 campuses, more than 2,000 buildings, and approximately 470,000 students. Over the past nine years, he has managed the contract templates for seven different delivery methods used on over $10B in projects across the state, including more than 100 Progressive Design Build projects. He is also responsible for training hundreds of construction, facilities, and procurement staff across the University system.
His experience centers on structuring and administering complex project delivery frameworks at scale, with a focus on Progressive Design Build. Prior to CSU, he worked for a major general contractor delivering Integrated Project Delivery healthcare projects which has influenced his contracting philosophies.
Kevin Laut holds a Bachelor of Science in Architectural Engineering from Missouri University of Science & Technology and an MBA from California State University, Long Beach. He is a licensed General Contractor, Certified Construction Manager CCM, Certified Access Specialist CASp, LEED Green Associate, and Design Build Professional and routinely presents at LCI, CMAA, COAA, and DBIA event.
